Dont use scm to workaround a strange jenkins job.
Add parameter to skip upload.
Add artifacts for debugging.

similiar to update-obs.sh, but use a different project and other project

when only using the git revision, the version number can go backwards.

Only the repository was downloaded and a dsc + sources were build
but not uploaded to OBS

Create a debian package which contains some of the base-files from
OpenWrt to run netifd on a debian system.

Its cleaner to have a seperate branch.

OBS (Opensuse Build Service) can build debian packages for our packages and
creates a debian repository for it. Those packages can be used by CI to install
all required dependencies.

dashs are much nicer then underlines

OBS is the opensuse build service. The script will create debian source packages
and upload these to OBS. OBS package repository can be used for testing

Fixes: fa93b4ef ("coverity: ensure iw is installed to fix a bug in Kconfig dependencies")

iw is not selected to be installed, even it's required by kmod-ath resulting in
build failures

- libubox

to have the same name as the jenkins job file
